If the paint could collect solar energy to charge a battery, and then once the car starts moving, other fibers in the paint could convert the wind passing over the car to electrical energy, wouldn’t this be a way to decrease our dependency on fossil fuels. Is there any technology out there that can do such a thing?

No. Air drag is one of the chief components in auto efficiency. What you describe would increase air drag.
As far as the solar part goes most cars have about 12 square feet of surface in the sun when the car is in the sun. 12 square feet can produce 900 watts. In four hours that would be 2700 Watt hours. A gallon of gasoline is about 37,000 Watt hours. What means is is that it is going to take over 100 days to produce the energy of one gallon of gasoline and everything has to be perfect.

In the search for alternative energy Clean Venture 21 have developed a new spin on solar.
Their Spherical Silicon Solar Array are made from silicon spheres 1mm in diameter which sit in a reflector which is 2.2 to 2.7mm in width.
The sphere catches and stores the incidental light on its n-Si (or sphere surface) and transfers it to the p-Si (its internal sphere) which is in turn connected to a p-electrode. Clean Venture 21 also utilizes traditional flat-type arrays as well.

“These cells here are in a 5cm x 15cm formation- each individual cell has a 1mm silicon ball inside it and it has an overall efficiency conversion rate of about 10%. In other experiments we have had efficiency rates of about 12%. Very soon we’d like to achieve 13 to 14% rates.”

The benefits of their Micro condensing type spherical silicon solar array is that it’s 5 times cheaper to make, uses 5 times less material, and requires half the energy to reproduce than its contemporaries.

We don’t have enough money right now to buy capacity for the whole house, which would probably require about 12 kilowatts. However, I would like to start buying panels toward building up toward that.

But I want to buy the most solar panel for the least price. I think that piecing a lot of very small panels together will be a very expensive way to do it.

Does anyone know the least expensive way to buy large solar electric panels?

Great answers here. Just to summarize, in order of priority:

1) Reduce usage first. For every $1 you spend on conservation, that’s about $4 less you need to spend on your solar system. It costs less to use less electricity than to make your own.

2) Research solar hot water. Solar hot water is ~ 85% efficient, as opposed to ~20% for solar electric. You get a better bang for your buck installing solar thermal than solar electric.

3) Install solar electric. Prices for solar panels have dropped dramatically this year as the demand in Europe has dropped and people are having trouble getting home equity loans in the US. You can get better pricing if you buy by the pallet (depending on the panel, 20 - 30 panels). You are right that you don’t need to generate all that you use, and if you do steps 1 and 2, you’ll be using less anyways.
